Putin's Russia was built on the Cossacks, a historical Russian horse Calvary unit that fought against homegrown outer Russia territories. The first Russian president after the Soviet Union collapsed was Boris Alton who ruled in the 1990s he had no vision which caused problems for Russia but he was very effective and ruthless against his enemies. He was fairly unhealthy having many heart attacks. The KGB was the first political police in Russia and had a bad start. Russia had no role models for this division until 2015. The Russian government was lead with a spy, an engineer and an accountant. The second Russian president was Ivanov. Putin never served in the military even though there’s pictures showing him showing in tanks, jets and ships. Ivanov was a very competent foreign service professional. During operation desert storm, in 1991, it caused Russia military problems with confidence and ability. They learned that new technologies like long range missiles Iraq suffered 379 casualties however the west had superior technologies then the Russians in the 1990s. There was a revolution in Russia against Georgia in 2008 where Russia tried to regain control of the old Russian Soviet unions possessions. Moscow developed new tanks that they used in the war against Georgia.
